Preheat oven to 350°F (175°C). Grease a baking dish.
In a large bowl, combine the frozen corn, softened cream cheese, melted butter, milk, heavy cream, sugar, salt, and black pepper.
Mix well until all ingredients are fully incorporated and the mixture is smooth and creamy.
Transfer the corn mixture to the prepared baking dish, spreading it out evenly.
Bake for 25-30 minutes, or until heated through and lightly golden on top.
Remove from oven and garnish the top with chopped fresh chives.
Serve hot and creamy, straight from the baking dish.
Notes:
For extra richness, use whole milk instead of regular milk.
Mix in shredded cheddar cheese for a cheesy corn casserole variation.
Substitute Greek yogurt for some of the cream cheese for a tangy twist.
Top with buttered breadcrumbs or crushed crackers before baking for a crunchy topping.
